Why it is laid out this way

An employee booking travel should not have to read a policy PDF. Envoy shows what is in policy inline, routes an out-of-policy choice to an approver in-app, and captures the cost centre at the point of booking.

Stated plainly:Not built. Depends on the corporate policy engine, which is on the roadmap. The preview shows the intended design so you can plan against it; it is not something you can launch today.
